This Privacy Policy explains how Media IEU, SIA collects, uses, stores and protects personal data when visitors use MediaIndex.eu, browse its country editions, open external publications, use the Facebook Group Directory, submit an RSS feed or Facebook group, contact us or purchase a paid placement.

2. Personal data we process

The personal data processed by MediaIndex depends on how the website and its services are used.

Website usage and technical data

When a visitor opens MediaIndex, the website infrastructure and security providers may process technical information such as:

  • IP address;
  • browser type and version;
  • device and operating system information;
  • requested page or resource;
  • date and time of the request;
  • referring page;
  • technical error and security information.

MediaIndex uses IP address and browser information to create pseudonymous visitor identifiers for traffic measurement, abuse prevention and click ranking. Raw IP addresses and complete browser identifiers are not stored in the MediaIndex traffic statistics tables.

Country edition and traffic statistics

MediaIndex records which country edition is opened, the date of the visit and a pseudonymous visitor identifier. This information is used to calculate visits and daily unique visitors separately for each country edition.

The selected main country is stored locally in the visitor’s browser so that the same edition can open automatically during the next visit. Registration is not required for this function.

Outgoing visits and popularity rankings

When a visitor opens a news headline, Facebook group or advertising link, MediaIndex may record the outgoing visit. These records are used to calculate popularity, prevent repeated automated counting and produce aggregated statistics.

The popularity ranking reflects activity inside MediaIndex. It does not represent the total audience of the original website, Facebook group or advertiser.

RSS feed applications

When a website representative submits an RSS or Atom feed for review, MediaIndex processes:

  • publication name;
  • website address;
  • RSS or Atom feed address;
  • selected country edition;
  • publication language;
  • contact email address;
  • selected connection plan;
  • application status, payment code and relevant dates.

Facebook group applications

When a Facebook group is submitted for review, MediaIndex processes:

  • group name and description;
  • Facebook group link;
  • country, city and category;
  • contact email address;
  • selected placement plan;
  • application status, payment code and relevant dates.

If the group is approved and activated, its name, description, link, country, city, category and aggregated click count may be displayed publicly. The applicant’s email address and payment information are not displayed publicly.

Communications

When a person contacts MediaIndex by email or WhatsApp, we process the contact details, message content, attachments and other information voluntarily provided in the communication.

Payments

Payments are completed through an external payment service. MediaIndex may store the selected plan, amount, payment reference, payment status and activation period.

MediaIndex does not receive or store complete payment card details. Payment information entered on the payment provider’s website is processed by that provider under its own privacy policy and terms.

Public source information

MediaIndex receives publication headlines, links, publication times, source names and other source information from public RSS or Atom feeds and other permitted publishing channels. Complete articles are not republished by MediaIndex.

 

3. Purposes and legal bases

Personal data is processed for the following purposes:

  • operating MediaIndex and its country editions;
  • remembering the visitor’s selected country;
  • measuring visits and calculating popularity rankings;
  • preventing automated abuse, fraud and duplicate counting;
  • reviewing RSS feed and Facebook group applications;
  • confirming email addresses and sending service-related messages;
  • processing payments and managing paid connection periods;
  • responding to enquiries and providing support;
  • maintaining security and resolving technical problems;
  • complying with accounting, tax and other legal obligations;
  • establishing, exercising or defending legal claims.

Depending on the situation, processing is based on:

  • performance of a contract or steps taken before entering into a contract — when an application, paid connection or advertising placement is processed;
  • legitimate interests — operating and protecting the platform, preventing abuse, measuring traffic, calculating rankings and responding to communications;
  • legal obligations — accounting, tax, regulatory and authority requirements;
  • consent — when optional cookies, analytics or advertising technologies require permission.

Application email addresses are used for confirmation, moderation, payment and service-related communication. They are not used for unrelated marketing without an appropriate legal basis.

 

4. Email confirmation and security checks

RSS feed and Facebook group applications require email confirmation. The confirmation link is valid for 24 hours. Confirmation tokens are stored in hashed form and cannot be used to recover the original token.

Application forms are protected by Cloudflare Turnstile. During a security check, Cloudflare may process the visitor’s IP address, browser, device, challenge response and other technical information required to distinguish legitimate visitors from automated requests.

Cloudflare processes this information according to its Privacy Policy.

 

5. Cookies and local browser storage

MediaIndex uses a necessary cookie to store the visitor’s cookie preferences. This cookie normally remains in the browser for up to 180 days unless it is deleted earlier or the consent version changes.

The selected main country is stored in the browser’s local storage. It remains there until the visitor selects another country or clears the browser data.

Optional analytics, functionality or advertising technologies are activated only according to the choices made through the cookie settings where consent is required.

Detailed information about cookies and available controls is provided in the Cookie Policy. Cookie choices can be changed through the Cookie settings control displayed on the website.

 

6. External websites and services

MediaIndex contains links to news websites, Facebook groups, advertisers, payment providers and WhatsApp. When a visitor opens an external link, the destination service may receive the visitor’s IP address, browser information, referring address and other technical data.

External websites and services process data under their own terms and privacy policies. MediaIndex does not control their independent processing activities.

Communication through WhatsApp is also subject to the WhatsApp Privacy Policy.

 

7. Recipients of personal data

Personal data may be processed or received by:

  • website hosting and technical infrastructure providers;
  • Cloudflare and other security providers;
  • email delivery and communication providers;
  • payment providers and financial institutions;
  • professional advisers, accountants and legal representatives;
  • public authorities, courts or regulators where disclosure is legally required;
  • external websites selected and opened by the visitor.

MediaIndex does not sell personal data.

 

8. International data transfers

Some technical, communication or payment providers may process data outside Latvia or the European Economic Area.

Where required by applicable law, international transfers are based on an adequacy decision, the EU Standard Contractual Clauses, the EU–US Data Privacy Framework or another legally recognised safeguard.

 

9. Data retention

Personal data is retained only for as long as necessary for the purpose for which it was collected and for any applicable legal, accounting or dispute-resolution period.

  • Pseudonymous identifiers used for country traffic statistics are removed after 35 days.
  • Aggregated country traffic totals may be retained for statistical and commercial reporting because they do not directly identify individual visitors.
  • Temporary identifiers used to prevent repeated Facebook group click counting normally expire after 30 seconds.
  • News click-ranking records are retained while the related headline remains in the MediaIndex database and are removed when the related publication record is deleted.
  • Email confirmation links expire after 24 hours.
  • Application data is retained during review, payment and the active service period and afterwards when necessary to prevent abuse, resolve disputes or comply with legal obligations.
  • Payment and accounting records are retained for the period required by applicable law.
  • Email and WhatsApp correspondence is retained until the enquiry is resolved and afterwards where necessary for legitimate business or legal purposes.
  • Server and security logs are retained according to the applicable security and hosting retention settings.

Data may be deleted earlier when it is no longer required and no legal basis for further retention exists.

 

10. Data subject rights

Subject to the conditions established by applicable data protection law, a person may request:

  • access to personal data;
  • correction of inaccurate or incomplete data;
  • deletion of personal data;
  • restriction of processing;
  • data portability where applicable;
  • information about recipients of personal data;
  • objection to processing based on legitimate interests;
  • withdrawal of consent at any time where processing is based on consent.

Withdrawal of consent does not affect the lawfulness of processing carried out before consent was withdrawn.

Requests concerning personal data can be sent to info@mediaindex.eu. MediaIndex may request information necessary to verify the identity of the person making the request.

 

11. Automated decisions

MediaIndex uses automated counting to arrange news publications and Facebook groups by popularity. This ranking does not produce legal effects or similarly significant effects for individual visitors.

Applications, paid connections and advertising placements are reviewed and approved by MediaIndex. They are not accepted or rejected solely through automated decision-making.

 

12. Data security

MediaIndex uses technical and organisational measures designed to protect personal data against unauthorised access, alteration, disclosure, loss and destruction.

No internet transmission or storage system can guarantee absolute security. Security measures are reviewed and adjusted according to the nature of the processed data and identified risks.

A person also has the right to submit a complaint to the Latvian Data State Inspectorate:
